The stop opened on 1 September 1911 as 'Enoki-mae' under the Matsuyama Electric Tramway. It was absorbed into the Iyotetsu network on 1 April 1921, double-tracked on 1 May 1936, renamed 'Shiyakusho-mae' in 1944 to reflect the relocated city hall, and rerouted in 1953. A pedestrian overpass that used to stand in front of the stop — long popular for photographing trams against Matsuyama Castle — was removed in 1996 when work began on the underground car park beneath. The stop is on the Iyotetsu Jōnan Line and carries number 21.

Before its 1996 removal, the pedestrian overpass in front of the stop was a well-known vantage point for photographing the trams with Matsuyama Castle in the background. The intersection just south of the stop, Matsuyama Shiyakusho-mae, is the terminus of both National Route 11 (which overlaps with Route 33) and National Route 56.
