Kiyama Station opened on 1 August 1961 on the Obama Line in the town of Wakasa, Mikatakaminaka District, Fukui Prefecture, 21.4 km from the line terminus at Tsuruga. It was a relatively late addition to the Obama Line, which had otherwise been completed in the early Shōwa era. Following the 1 April 1987 privatisation of Japanese National Railways the station passed to JR West. The layout is minimal: a single side platform serving one bi-directional track, with no station building and only a shelter on the platform; the station is unattended. Surrounding the platform are National Route 27 and the Uwase Jinja shrine. In fiscal 2016 the station was used by an average of 304 boarding passengers daily.
