Horinai Station opened on 20 July 1975 as a Japan National Railways stop on the Kuji Line, serving Fudai village in Iwate. The station transferred to the third-sector Sanriku Railway on 1 April 1984. Although the 11 March 2011 tsunami swept the surrounding area, the platform sits roughly 30 m above sea level and was spared direct damage; service resumed on 1 April 2012 when the Rikuchu-Noda to Tanohata section was reopened. The station became an intermediate stop on the unified Rias Line on 23 March 2019. It is unstaffed, with one side platform and a small waiting room.

The station and the nearby Osawa Bridge served as the fictional Sodegahama Station in NHK's 2013 morning drama Amachan, and trains for tourists still pause here for photo stops.
