Higashi-Hakuraku Station opened on 10 March 1927 on the Tōkyū Tōyoko Line as a ground-level station and was rebuilt as an elevated station on 1 November 1930. On 30 January 2004, immediately after the night's last train and into the early hours of 31 January, the tunnel cut-over for the underground relocation of the adjoining Tanmachi and Yokohama stations was carried out near here. Elevators are installed on both elevated side platforms, and a publicly managed toilet and bicycle parking sit beneath the viaduct. The station's name reflects the historical place name "Higashi-Hakuraku," the eastern portion of the old Hakuraku district. The station is assigned number TY19.

Although the station name and route map suggest Higashi-Hakuraku lies west of Hakuraku, the Tōyoko Line runs north-south between the two stops, placing Higashi-Hakuraku very slightly east of Hakuraku just as its name says.
